Professor Minh said that in recent years of doctoral training, VASS has always paid attention to and strictly adhered to state regulations through legal documents governing advanced training. However, in the process of implementing the legal diplomas that regulate doctor training activities at the base, the unit also found a series of deficiencies that still exist, making the doctor training process difficult.
Specifically, at present, there is still an overlap between the law (the Higher Education Law) and a number of other laws, circulars and decrees. The president of the Academy of Science and Technology of Vietnam gave some examples:

Currently, various specialization courses at the Vietnam Academy of Science and Technology are in short supply for PhD students, especially since it only takes 3 years to hire a person in some areas.
According to a representative of the Academy, the doctoral training units are mostly part of the area of scientific and technological research and are relatively scarce in terms of experience, so the number of students applying for admission is still small.
Furthermore, it is difficult for some industry figures to publish papers in international and national journals according to the State Council of Teachers’ degree structure in one or more points.
Regarding the division of the industry into many small and separate doctoral training courses that affect enrollment and training, the supervisory team suggested that the Academy consider and reorganize the doctoral training courses, avoiding the dispersion of resources but efficiency does not it is high.
Financial Difficulties In Training Institutions And Students
Another difficulty with doctoral training is the issue of tuition and tuition increases. Academy leaders said the reason is that most students are scientific researchers, lecturers and professors… With limited income, the attractiveness of the current field of study is not great.
